Category 2 consists of basic social security including basic medical, pension, maternity, workplace injury and unemployment insurances, minimum living allowances for urban residents, affordable housing, general social assistance, and social welfare. The Chinese government may phase in the coverage of rural migrant workers, especially those with steady jobs, by Category 2, before gradually covering the entire permanent urban population.
